The Selwyn District Council and Canterbury Regional Council (Environment Canterbury) have received applications from Burnham 2020 Limited (‘the Applicant’) for resource consents to establish and operate an aggregate quarry on approximately 362 ha of land located at the junction of Aylesbury Road and Grange Road, Burnham legally described as Rural Section 19387, Rural Section 25412, Rural Section 27776, Rural Section 27777, and Rural Section 27724.

The Applicant has applied for the following resource consents from the Selwyn District Council seeking that they are granted in perpetuity:
RC235522 - To use land for the development of an aggregate quarry. Consent is sought to undertake quarrying activities whilst enabling the ongoing use of the majority of the site for primary production, and to rehabilitate the land subsequent to the quarrying in order to return it to use for primary production. Discretionary activity consent is required for mineral extraction, generation of vehicle movements and signage under the Partially Operative Selwyn District Plan as well as for a discretionary activity consent under the National Environmental Standard for assessing and managing contaminants in soil to protect human health.
The Applicant has applied for the following resource consents from the Canterbury Regional Council:
CRC222635 - A water permit to take and use groundwater for quarrying operations, dust suppression, plant and water processing and irrigation of farm land
CRC241000 - A discharge permit to discharge contaminants to land from the processing and stockpiling of processed and raw aggregates, to discharge operational stormwater, to discharge water through cleanfill and for the use of water treatment chemicals.
CRC241001 - A discharge permit to discharge contaminants to air from the handling and storage of bulk solid materials and the deposition of cleanfill:
CRC241002 - A land use consent to excavate material over an aquifer and deposit material onto land.
A resource consent duration of 35 years is sought for all of the resource consents.
