Along with the introduction of the gravel resource management charge, the Council resolved to form an advisory liaison committee, made up of stakeholders, to assist in the management of river gravel in the region.
The objectives of the committee are:
1. To help ensure good communication with the stakeholders.
2. To inform the committee of issues related to the management of river gravel in the region.
3. To liaise with staff on matters relating to river gravel data collection, analysis, presentation of results, and levels of charging to fund management of the river gravel resource.
4. To provide advice on the levels of service desired and the level of charging.
5. To advise on, and participate in, promotional and educational programmes aimed at promoting best practice for river gravel extraction contractors.
For the purpose of this committee, the region has been divided into 4 management areas:
- Northern - the area north of the Waimakariri-Ashley Catchments
- Waimakariri-Ashley Catchments
- Central - south of the Waimakariri catchment through to north of the Rangitata Catchment
- Southern - Rangitata Catchment to the Waitaki.
The committee of 12 will comprise of an elected representative from the gravel extractors for each management area, an elected representative from Environment Canterbury’s river rating districts for each management area, 3 ex-officio appointees to represent Ngai Tahu, DOC, Fish and Game, and an Environment Canterbury Councillor.
The term of the committee is 3 years, coinciding with the triennial River Rating District Public Meetings and the elected River Liaison Committees.
