In 2005 it was observed in some rivers that gravel extraction could be having an adverse effect on the integrity of the infrastructure including River Rating District assets. Council held insufficient information to reach any conclusive decisions so they commissioned the Regional Gravel Management Report. In adopting the report, Council recognised that more complete information to sustainably manage the fluvial gravel resource was required.
A plan and budget were developed, recognising that an additional $300,000 per annum was required to fund additional work. This shortfall was correlated to the current consented volume to determine the level of charging.
Under Section 36 of the Resource Management Act, Council has the ability to target ‘cost recovery’ charges at those determined to be gaining the benefit. In this regard it is the gravel extractors.
