Water management is currently governed by the Resource Management Act 1991(RMA) of which an integral part is set up to prevent or mitigate adverse effects on water resources through development. Resource consents are usually issued by the Canterbury Regional Council. The RMA gives stakeholders the opportunity to submit on development proposals. If no agreement can be reached over certain development proposals decisions are made by the environment court.
