Variation 5 of the Natural Resources Regional Plan 

Variation 5 introduces additions to Schedule WQN1 of Chapter 5 of the NRRP. The additions are being made in order to give effect to Policy WQN5 of the NRRP whereby the existing minimum flows on the rivers in the Kaikoura area (including Hapuku River, Luke Stream, Middle Creek, Lyell Creek/Waikawau, Left Branch of Lyell Creek, Right Branch of Lyell Creek, Warrens Creek, Kowhai River, Ewelme Stream (Stoney Creek), the upper Kahutara River and an un-named tributary of the upper Kahutara River), set under an individual consent, have been reviewed to take into account the needs of both instream values and those of irrigators. An allocation regime for future water use is also included.

Variation 5 was notified on 30 June 2007. Submissions closed on 2 August 2007 and submissions were received. Further submissions closed on 14 November 2007.

Corrected summary of decisions requested

An audit undertaken whilst preparing for the hearing identified that one submission had been omitted from the summary of submissions notified on 13 October 2007. The Council notified this submission for further submissions. Any person could make a further submission supporting or opposing this submission; but only this submission. 
Further submissions closed 11 September 2009.
