About the Regional Land Transport Strategy

The Canterbury Regional Land Transport Strategy (RLTS) sets the strategic direction for land transport within the Canterbury region over a 30 year period. The role of the RLTS is to contribute towards the government’s overall vision of achieving an integrated, safe, responsive and sustainable land transport system.  It also takes into account other government transport objectives and strategies. The RLTS identifies the region’s transport needs and the roles of all land transport modes. It identifies how planning, engineering, education, encouragement and enforcement methods are to be utilised to provide for the future land transport system of Canterbury.

Statutory framework

The Canterbury Regional Land Transport Strategy (RLTS) is prepared under the requirements of the Land Transport Management Act 2003, as amended by the Land Transport Management Amendment Act 2008.

The changes introduced in 2008 also saw the implementation of a requirement for the region to develop a Regional Land Transport Programme (RLTP) that describes how the region will deliver transport projects and initiatives to achieve the goals and objectives of the RLTS.

Who is responsible for the RLTS?

The Regional Transport Committee (RTC), a standing committee of Environment Canterbury, is responsible for preparing Canterbury’s RLTS.  This committee includes representatives from Environment Canterbury, city and district councils, Government transport agencies and health, business, Maori and transport interest groups.  These agencies and groups are responsible for the ongoing development and implementation of the Strategy.
