About the Regional Land Transport Strategy
The Canterbury Regional Land Transport Strategy (RLTS) sets the strategic direction for land transport within the Canterbury region over a 10 year period. The RLTS identifies the region’s transport needs and the roles of all land transport modes. It identifies how planning, engineering, education, encouragement and enforcement methods are to be utilised to provide for the future land transport system of Canterbury.
Statutory framework
The Canterbury Regional Land Transport Strategy (RLTS) is prepared under the requirements of the Land Transport Act 1998, as amended by the Land Transport Management Act 2003 and the Land Transport Management Amendment Act (LTMAA) 2008.
The current version, covering the period 2008-18, was prepared prior to the changes introduced by the LTMAA 2008. These changes mean that the next iteration of the RLTS will cover a 30 year time horizon, rather than the current 10 year version.
The changes introduced in 2008 also saw the implementation of a requirement for the region to develop a Regional Land Transport Programme (RLTP) that describes how the region will deliver transport projects and initiatives to achieve the goals and objectives of the RLTS.
Objectives
The role of the RLTS is to contribute towards the government’s overall vision of achieving an integrated, safe, responsive and sustainable land transport system. It also takes into account other government transport objectives and strategies.
Who is responsible for the RLTS?
The Regional Transport Committee (RTC), a standing committee of Environment Canterbury, is responsible for preparing Canterbury’s RLTS. This committee includes representatives from Environment Canterbury, city and district councils, Government transport agencies and health, business, Maori and transport interest groups. These agencies and groups are responsible for the ongoing development and implementation of the Strategy

- Canterbury Regional Land Transport Programme 2009-19 - the Canterbury region’s bid for funding support for transport initiatives from the National Land Transport Fund.
- Cycling in Canterbury – a strategy for the development of a regional network of cycle routes.
- Canterbury Regional Passenger Transport Plan 2006 - sets out Environment Canterbury’s objectives and policies for delivering public passenger transport in Canterbury.
- Canterbury Freight Action Plan – whilst not a formal freight strategy, the Freight Action Plan provides a formal framework for moving forward on a number of specific actions aimed at supporting the freight task of the Canterbury region.
- Canterbury Regional Travel Demand Management Strategy (TDMS) 2008 – a statutory document stipulated by the LTMA 2003. The TDMS is concerned with managing unsustainable travel demand on the land transport system through the use of programmes and tools that influence the decisions that people make about travel.
- Canterbury Transport Regional Implementation Plan 2008-2038 – a 30 year implementation plan developed by the region to ensure a co-ordinated approach to the delivery of the RLTS.
