The Resource Management Act 1991 provides several different approaches to creating Aquaculture Management Areas. In April 2005, Environment Canterbury resolved to proceed down the route of the Invited Private Plan Change.
Environment Canterbury successfully applied for funding from the Ministry for the Environment's Aquaculture Planning Fund to investigate policies and procedures for an Invited Private Plan Change approach. The purpose of this report is to outline the statutory framework for the Invited Private Plan Change process to create Aquaculture Management Areas and, subsequently, obtain coastal permits for aquaculture activities in that area. The findings in this report may guide regional councils in the implementation of the Invited Private Plan Change process, and potentially inform any proposed reform of the aquaculture provisions.
