The Christchurch City Council (CCC) had previously applied for resource consent CRC091721 known as either the ICMP or the Southwest Christchurch Stormwater Discharge. This application has now been withdrawn and the CCC has applied for resource consent CRC120223 to discharge water and contaminants to land and water where the discharge is associated with all current and future stormwater as reflected in the Stormwater Management Plan (SMP) for the South-West area of Christchurch (‘the project area’).

The SMP project area consists of a total of approximately 7975 hectares, and includes the upper Heathcote River/Ōpāwaho, Cashmere Stream and the Halswell River/Huritini sub catchments of Knights and Nottingham Streams, and is within the Christchurch Groundwater Protection Zones 1, 2 and 3.
The western boundary is Pound Road and Marshs Road. The western boundary then extends southwards to, but not including, the Halswell River /Huritini at Lansdowne Valley. The northern boundary is Yaldhurst Road between Yaldhurst and the Riccarton Raceway.
The eastern boundary is the Heathcote River/Ōpāwaho at Cashmere. The project area also extends to the ephemeral waterways draining the north and west-facing slopes of the Port Hills between Early Valley Road and Dyers Pass Road.
The application includes discharges during construction of development via best practice erosion and sediment control measures.
The application excludes all discharges of stormwater from industrial premises already consented where the consent is not held by Christchurch City Council or industrial premises that do not discharge to the Christchurch City Council stormwater network.
The Consent Application was publicly notified on Saturday 3rd September 2011. The Notification period closed at 5:00 pm on Friday 30th September 2011.
