Environment Canterbury has a Canterbury-wide programme to provide guidance and standards for the water measuring industry to align with the introduction of Government regulations for water metering.
The programme was initiated in 2009 when Environment Canterbury was invited - by representatives of the Rakaia-Selwyn water consent holder cluster groups - to facilate a water metering process. The brief was to investigate the most appropriate and cost-effective water metering systems.
A Water Meter Request for Proposals (RFP) Panel was formed comprising representatives from the Rakaia-Selwyn cluster groups, Environment Canterbury, and Irrigation NZ. The panel developed a 'Request for Proposals' process for water measuring service and technology providers in the Rakaia-Selwyn zone.
Each proposal was evaluated by the panel and successful applicants were granted approval for the provision of water measuring services or technology in up to three categories.
A similar Canterbury-wide RFP process ran in 2010 with proposals again evaluated by the Water Meter RPF panel (which was expanded to include farmer representatives from throughout Canterbury).
The underlying principles of the programme are to ensure water metering services and technology in Cantebury are:
- Fit for purpose.
- Cost effective, and;
- Take into account future technological changes and improvements.
As well as ensuring resource consent holders can install and operate cost-effective and reliable water measuring systems, the programme aims to reduce ongoing compliance costs.
Approval categories
A total of 71 companies submitted proposals in 2009 and 2010 and were granted approval to operate in up to three categories:
- Supply of Technology
- Water measuring devices.
- Data logger/telemetry systems.
- Installation Services.
- Water measuring devices.
- Data logger/telemetry systems.
- Supply of Data Hosting and Compliance Reporting Services.

The two Preferred Service Providers from 2009 were able to show the capability to undertake the full suite of services in the three categories.
The 2010 RFP process introduced a performance-based system based on service delivery performance excellence audited to the satisfaction of the Water Meter RFP Panel.
This led to the introduction of a nationally recognized accreditation system in 2011.
