Find out about the new compliance monitoring charge, how the charging structure works and what the new charges are.
During the first half of 2009 we consulted with the general public, listened to what submitters had to say, and as a result have made changes to the compliance monitoring charging structure. More than 90% of submissions received as part of the Long Term Council Community Plan (LTCCP) 2009-19 were in support of changes which take effect 1 July 2009.
There are 2 components to the new charging structure for the compliance monitoring of resource consent(s). They are:

We’re sending letters to all consent holders during August and September 2009 to explain the compliance monitoring charging structure. At the same time, we’re asking consent holders to contact us to update any contact detail and/or consent holder information.

Please check the details in the letter you receive and call Customer Services on 03 353 9007 or tollfree on 0800 324 636 if you need to make changes. If we don’t hear from you, we will consider the information we hold for you is correct.
Your invoice for the annual fixed charge:
If we don’t hear from you, we will send your invoice for the new annual fixed charge of $63 (GST inclusive) for each consent as well as any additional monitoring fees.

If you have more than one consent:
If you have more than one consent, you may receive more than one letter. This happens when the consents are in different names or have different account numbers.
Compliance monitoring services
Compliance monitoring is necessary to ensure you meet the conditions of your consent(s) which in turn safeguards our environment. The new charging approach is more equitable, spreading costs of compliance monitoring across all consent holders.
Costs include services such as providing certain information and guidance about your consent; information technology to capture and store consent data; the maintenance of records, implementing new government regulations and the administration of consent monitoring charges. This is the new annual fixed charge.
The reduced hourly monitoring charge includes site visits and inspections, preparing correspondence and reporting, assessing effects of non-compliance, testing and analysing samples and reviewing information for consent holders.
