This document sets out the Plan of the Environment Canterbury Commissioners for delivery on the agreed outcomes and goals, as outlined in the Ministers’ letter of 27th May 2010, and for governing Environment Canterbury during the term of the appointment through to October 2013.
This Plan reflects the areas of priority for the Commissioners. The plan is structured around achievement of the four outcomes and commits to key milestones in delivery as well as specific timelines for:
- Making decisions on the Natural Resources Regional Plan (NRRP).
- Making recommendations on the Hurunui River Water Conservation Order (WCO).
- The review and implementation of the findings of the review of Environment Canterbury’s institutional arrangements.
- Working with Canterbury territorial authorities to develop and implement the Canterbury Water Management Strategy (CWMS).
The Commissioners have also agreed to progress a joint work programme with Ngāi Tahu to ensure the acceptable management of the region’s natural resources. The focus of this work programme is outlined in the appropriate sections of the plan. This commitment is based on the recognition that the relationship of Ngāi Tahu with their ancestral land within Waitaha/Canterbury is inextricably affected by the powers and functions exercised by Environment Canterbury. The joint work programme also reflects a strong commitment by the Commissioners to advance a relationship with Ngāi Tahu that demonstrates partnership, good faith and mutual respect.
